Noting that information is the stocking- trade of policing, Chan has identified three general imperatives driving law enforcement’s investment in information technology: 1. A Technology-driven imperative to improve effectiveness and efficiency by increasing the capacity to store and process large volumes of data; Improving intelligence and investigative capabilities; and providing ready access to criminal records and other kinds of relevant data. 2. An Information-driven imperative to satisfy increasing demands to share data with external entities, including other government agencies, the public and other outside entities such as insurance companies and other businesses; and 3. A Policy-driven imperative to meet the requirements of new forms of police management and accountability, in terms of probity, cost effectiveness, and procedural regularity, including systems designed to provide early warning for police use of force complaints. Under this new order, police are being scrutinized internally by management systems, surveillance technologies, internal audits and investigations and externally by watchdog agencies, public complaint systems and central auditors. As Chan notes, information technology provides a tool not only for policing citizens, but also for policing the police. Important technologies in the Criminal Justice System DNA- The past decade has seen great advances in a powerful criminal justice tool: deoxyribonucleic acid, or DNA. This one can be used to identify criminals with incredible accuracy when biological evidence exists. By the same token, DNA can be used to clear suspects and exonerate persons mistakenly accused or convicted of crimes. In all, DNA technology is increasingly vital to ensuring accuracy and fairness in the criminal justice system. DNA is generally used to solve crimes in one of two ways. In cases where a suspect is identified, a sample of that person’s DNA can be compared to evidence from the crime scene. The results of this comparison may help establish whether the suspect committed the crime. In cases where a suspect has not yet been identified, biological evidence from the crime scene can be analyzed and compared to offender profiles in DNA databases to help identify the perpetrator. Crime scene evidence can also be linked to other crime scenes through the use of DNA databases. DNA evidence is generally linked to DNA offender profiles through DNA databases. In the late 1980s, the federal government laid the groundwork for a system of national, state, and local DNA databases for the storage and exchange of DNA profiles. This system, called the Combined DNA Index System (CODIS), maintains DNA profiles obtained under the federal, state, and local systems in a set of databases that are available to law enforcement agencies across the country for law enforcement purposes. CODIS can compare crime scene evidence to a database of DNA profiles obtained from convicted offenders. CODIS can also link DNA evidence obtained from different crime scenes, thereby identifying serial criminals. In order to take advantage of the investigative potential of CODIS, in the late 1980s and early 1990s, states began passing laws requiring offenders convicted of certain offenses to provide DNA samples. Currently all 50 states and the federal government have laws requiring that DNA samples be collected from some categories of offenders. Fingerprints- offer an infallible means of personal identification. That is the essential explanation for their having supplanted other methods of establishing the identities of criminals reluctant to admit previous arrests. The science of fingerprint Identification stands out among all other forensic sciences for many reasons, including the following: * Has served all governments worldwide during the past 100 years to provide accurate identification of criminals. No two fingerprints have ever been found alike in many billions of human and automated computer comparisons. Fingerprints are the very basis for criminal history foundation at every police agency on earth. * Established the first forensic professional organization, the International Association for Identification (IAI), in 1915. * Established the first professional certification program for forensic scientists, the IAI’s Certified Latent Print Examiner program (in 1977), issuing certification to those meeting stringent criteria and revoking certification for serious errors such as erroneous identifications. * Remains the most commonly used forensic evidence worldwide – in most jurisdictions fingerprint examination cases match or outnumber all other forensic examination casework combined. * Continues to expand as the premier method for identifying persons, with tens of thousands of persons added to fingerprint repositories daily in America alone – far outdistancing similar databases in growth. * Worldwide, fingerprints harvested from crime â€Å"scenes lead to more suspects and generate more evidence in court than all other forensic techniques combined†. At times, I just want to stop and close my eyes. To do nothing is harder than to continue my path, for I need to move on and find the end of this labyrinth. Although, unsure of which way to take, I must trust myself and endure the way. My mother tells me that I have the power to do whatever I set my mind to.Am I the queen In this game of chess? Have I the power to make any move wish? And if I make the wrong move, I hope to still make it through. I am far too insecure. Is this what I truly want? Why do I care so much? I am condemned to spend my years of beauty and youth, trying to find the right path. By the time I find my way out, will I still have the time to enjoy what Is left of my life? While I sit here thinking about my life, the labyrinth, my errs go out to parties and live their lives with no worries.Well, I cannot afford to sure to mourn; go forward, or stand still, or back retire; I must these doubts endure without allay or help, but travail find for my best hire (8-12). After all my resentment towards the cruel labyrinth, the only thing that remains is the love of my beloved. I shall move on, whether right or wrong path. We will meet each other at the end of these labyrinths, for only with the help of true love, I could ever find my way out. The Top 4 ACT Reading Strategies You Must Use SAT / ACT Prep Online Guides and Tips If you struggle with the ACT Reading section, you're probably on the lookout for some new strategies to help you improve your performance. In this article, I’ve put together four of our top strategies for fixing whatever problems you have on the Reading section and dramatically increasing your scores! Strategy #1: Learn to Eliminate Three Wrong Answers This is the cornerstone of the fundamental rule of ACT reading, which states that there is only one correct answer for each question, and all other choices can be eliminated based on concrete evidence in the passage.This sounds simple, but it’s much more difficult in practice.You have to be super picky with every answer choice! If an answer choice contains even one word or phrase that doesn’t match up with the evidence in the passage, you must eliminate it.Don’t fall for answers that COULD work but don’t have any direct evidence to back them up. That’s how the test tries to trick you. A good way to avoid tricky answers is to answer the question in your own words first and then look at the answer choices. This way, you can formulate an opinion before your thoughts are influenced in any way by the incorrect options. This is an important strategy because it’s much easier to get rid of three wrong answers than to try and pick out one correct answer right off the bat. Even if you’re not sure exactly what the right answer is, with this strategy you can find it just by figuring out what the wrong ones are. Practice Question for Strategy #1: In the last paragraph, the author expresses the belief that scientists who open a new line of research on a topic are likely to: A. quickly discover the answers to the questions they raise.B. find that new questions arise as old ones are answered.C. receive answers far different than they anticipated.D. learn that they have often asked the wrong questions. Here’s the last paragraph of the passage for reference: Like many preliminary scientific reports, Cho’s study raises more questions than it answers. Still, he has demonstrated new functional effects of acupuncture. â€Å"Classically, acupuncture was the ultimate in experimentation; people collected data for thousands of years,† says Joie Jones, professor of radiological sciences at the University of California at Irvine and coauthor of the study. â€Å"With these studies, we’ve demonstrated that for at least some acupuncture points [a connection] goes through the brain.† Which belief is the author expressing in the paragraph? Well, first let’s decide which beliefs he or she ISN’T expressing. Choice A: quickly discover the answers to the questions they raise This seems wrong.The paragraph says that the study â€Å"raises more questions than it answers†.This doesn’t go along with a belief that scientists who open new lines of research like the one in the passage will â€Å"quickly discover the answers to the questions they raise†. The study led to more questions, not immediate answers!Cross it out. Choice C: receive answers far different than they anticipated This looks wrong too.Did the paragraph ever talk about the study revealing unexpected answers to the scientists’ questions?It seems like it’s saying that the study demonstrated what they expected it to: that acupuncture points are connected to signal pathways in the brain. Get rid of this answer! Choice D:learn that they have often asked the wrong questions This choice also seems incorrect.Although the study â€Å"raises more questions than it answers†, the paragraph doesn’t refer to the original questions being â€Å"the wrong questions.†They just didn’t cover all the questions that would ultimately come up as a result of the study. Cross this answer out too! The only answer we have left after eliminating the incorrect choices is: Choice B: find that new questions arise as old ones are answered This answer choice makes complete sense. It restates the phrase in the paragraph about new questions being raised almost word for word! You can see from this example how process of elimination makes the answers to ACT Reading questions a lot more clear-cut. That's why it's such a key strategy to keep in mind. New questions will always arise as old ones are answered. We will never truly be enlightened. Humanity toils endlessly to find meaning in existence. Oh, the horror of consciousness. Strategy #2: Find Your Ideal Passage Reading Method This strategy is also critical, especially if you struggle with running out of time on ACT Reading.Time can be a huge problem for students on the Reading section because you only get 35 minutes for 40 questions. That’s 53 seconds per question!If you spend a total of 15 minutes just reading the passages, that brings your time per question down to 30 seconds. This means picking the most efficient reading methodwill do a lot to improve your performance.Here are three methods that you might decide to use. Experiment with each on timed practice tests to see which feels the most comfortable and allows you to save the most time. Method #1: Skim the Passage First This is an effective method if you want to get a sense of the overall structure of the passage before looking at the questions without wasting too much time.The best way to skim is to read the introduction and conclusion paragraphs of the passage and the first and last sentences of the body paragraphs.The author's main pointswill be located in these parts of the passage, so you should be able to answer any big picture questions you come across after skimming. If a question asks about details in the passage that you don’t remember, you can always go back and find them.By doing this on a question-by-question basis, you will save yourself time because you’ll only be reading closely in the specific parts of the passage that are relevant to the questions. Method #2: Skip Straight to the Questions This might seem crazy, but trust me, it’s a workable strategy.Close to half of the questions on the ACT Reading section are about small details, so you don’t have to know the main idea of the passage to answer them. You can answer these types of questions just by searching through the passage and finding one specific detail.By the time you answer all the detail questions and are ready to move on to big picture questions, you'll have a solid sense of the main points of the passage.If not, you can always use the skimming technique outlined in Method #1. This method scares some people, but if you’re willing to go for it, it can actually save tons of time! Method #3: Read the Whole Passage First This is the method most people use instinctively.If you’re a fast reader with great reading comprehension skills, it might be fine to read passages this way. Just make sure that it really is working for you - again, I suggest taking timed practice tests where you experiment with these methods to see which one will serve you best on the real test. Even if you CAN read quickly, that doesn't mean you'll absorb the information effectively. Make sure you're a quick and thorough reader before deciding to abandon the other methods and read passages in-depth. When it comes to reading passages, don't bite off more than you can chew. Mini-Strategy #2.5: Answer Questions Based on Your Reading Strategy I mentioned this a bit when describing the different reading methods, but on the test you should answer questions in an order that makes sense based on your chosen reading strategy. If you use Method #1 and skim the passage first or use Method #3 and read thoroughly first, then you should start with big picture questions. The main points of the passage will be freshest in your mind right after you skim the passage. If, on the other hand, you use Method #2 and start with the questions, you should answer detail questions first. They'll be much easier to answer than big picture questions if you haven't yet read the passage in full. Strategy #3: Understand Your Mistakes The key to improvement in any endeavor is first understanding where you're going wrong, and the ACT Reading section is no exception.When you take practice tests, mark every question you get wrong or are unsure about, and determine why you missed each of them. This should include any questions where you guessed and got the right answer. You might not be so lucky next time! When analyzing your mistakes, it’s not enough to say â€Å"I made a dumb mistake† and move on. WHY did you make a mistake on that particular question? What will you do to prevent it from happening again in the future? There Are Four General Types of Mistakes: Type 1: Time Pressure Did you miss the question because you just didn’t get to it?Were you rushing and picked an answer that you didn’t really think about? If time pressure is the reason for many of your mistakes, you may need to refine your passage reading strategy or just takemore practice tests to get used to how fast you need to move through the questions.You might also need to work on skipping difficult questions initially so you don’t spend too much time on one question and miss easier questions later in the section. Type 2: Content Weakness This is less common in the Reading section, but it’s possible that you just didn’t know what a word or concept meant in the passage and ended up choosing the wrong answer.The best way to fix this is to do more challenging reading on your own time.You should alsoread this guide to ACT vocabulary and the most common words you’ll need to know! Type 3: Question Comprehension Did you misunderstand what the question was asking? These types of mistakes are why it’s so critical to make sure you know what’s being asked before you start looking at the answer choices.If you find a question confusing, restate it in your own words before choosing an answer. Type 4: Careless Error Did you miss an â€Å"EXCEPT† or â€Å"LEAST† in the question?Were you rushing? Remind yourself to slow down and read carefully.Try different passage reading strategies if you think this is partially a time pressure issue.If you’re rushing because you’re anxious about finishing the section, I would suggest skipping straight to the questions.This way you will get some questions done right away and will feel less pressed for time. Once you realize where your mistakes are happening, you can start to correct them.Confronting your mistakes directly will improve your scores significantly! Strategy #4: Find Your Problem Areas and Practice, Practice, Practice This is the next step after figuring out the types of mistakes you make most frequently.After you identify all the questions you’ve been missing, you can categorize them by question typeto make it easier to cater your practice sessions to the areas of the test that give you the most trouble. This just means getting used to the structure and learning better time management. Defining Portraits and Portraiture in Art Portraits are works of art that record the likenesses of humans or animals that are alive or have been alive. The word  portraiture  is used to describe this category of art. The purpose of a portrait is to memorialize an image of someone for the future. It can be done with painting, photography, sculpture, or almost any other medium. Some portraiture is also created by artists purely for the sake of creating art, rather than working on commission. The human body and face are fascinating subjects that many artists like to study in their personal work. Types of Portraits in Art One could speculate that the majority of portraits are created while the subject is still alive. It may be a single person or a group, such as a family. Portrait paintings go beyond simple documentation, it is the artists interpretation of the subject. Portraits can be realistic, abstract, or representational.   Thanks to photography, we can easily capture records of what people look like throughout their life. This was not possible prior to the invention of the medium in the mid-1800s, so people relied on painters to create their portrait.   A painted portrait today is often seen as a luxury, even more than it was in previous centuries. They tend to be painted for special occasions, important people, or simply as artwork. Due to the cost involved, many people choose to go with photography instead of hiring a painter. A posthumous portrait is one that is rendered after the death of the subject. It can be achieved by either copying another portrait or following instructions of the person who commissions the work. Single images of the Virgin Mary, Jesus Christ, or any saints are not considered portraits. They are called devotional images. Many artists also choose to do a self-portrait. It is a work of art depicting the artist created by their own hand. These are typically made from a reference photo or by looking in a mirror. Self-portraits can give you a good sense of how an artist views themselves and, quite often, it is rather introspective. Some artists will regularly create self-portraits, some just one in their lifetime, and others will not produce any. Portraiture as Sculpture While we tend to think of a portrait as a two-dimensional piece of artwork, the term can also apply to sculpture. When a sculptor focuses on just the head or the head and neck, it is called a  portrait. The word  bust is used when the sculpture includes part of the shoulder and breast. Portraiture and Appropriation Usually, a portrait records the subjects features, though it often also tells something about them. A portrait of the art historian Robert Rosenblum (1927–2006) by Kathleen Gilje captures the sitters face. It also celebrates his outstanding Ingres scholarship through the appropriation of Jean-Auguste-Domonique Ingres portrait of the Comte de Pastoret (1791- 1857). Ingres portrait was completed in 1826 and Giljes portrait was completed in 2006, several months before Rosenblums death in December. Robert Rosenblum collaborated on the choice of appropriation. Representative Portraiture Sometimes a portrait includes inanimate objects that represent the subjects identity. It doesnt necessarily have to include the subject itself. Francis Picabias portrait of Alfred Stieglitz  Ici, Cest Ici Stieglitz (Here is Stieglitz, 1915, Stieglitz Collection, Metropolitan Museum of Art) depicts only a broken bellows camera. Stieglitz was a famous photographer, dealer, and Georgia OKeeffes husband. The early twentieth-century Modernists loved machines and Picabias affection for both the machine and Stieglitz is expressed in this work. The Size of Portraits Portraiture can come in any size. When a  painting was the only way to capture a persons likeness, many well-to-do families chose to memorialize people in portrait miniatures. These paintings were often done in enamel, gouache, or watercolor on animal skin, ivory, velum, or a similar support. The details of these tiny portraits- often just a couple of inches- are amazing and created by extremely talented artists. Portraits can also be very large. We often think of paintings of royalty and world leaders hanging in enormous halls. The canvas itself can, at times, be larger than the person was in real life. However, the majority of painted portraiture falls in between these two extremes. Leonardo da Vincis Mona Lisa (ca. 1503) is probably the most famous portrait in the world and it was painted on  a 2-foot, 6-inch by 1-foot, 9-inch poplar panel. Many people do not realize how small it is until they see it in person.

Preventing prisoners from reoffending is one of the key objectives of any criminal justice system. Although punishing the offenders for their crimes, is the most widely accepted tools of justice, punishment alone cannot and does not guarantee a safe and healthy society. In order to create a harmonious environment and safeguard the interests of the general public, it must be ensured that the offenders abstain from indulging in any criminal activities.

These three processes are known as conduction, convection, and radiation. When we place two objects with different temperatures in contact with each other, the heat from the hotter object will immediately and automatically flow to the colder object. This is known as conduction. Some objects make excellent conductors of heat while others make poor conductors of heat or excellent insulators. Silver, copper, and gold make excellent conductors of heat. Foams and plastics make good insulators of heat but make poor conductors. Last night for dinner, I made myself a grilled cheese sandwich and a bowl of tomato soup. I heated the soup faster than I cooked the sandwich so I poured the hot soup into a bowl and finished cooking the sandwich. Once I was done cooking, I gabbed the soup bowl and burned my hand. The heat from the soup made the bowl hot. This is an example of conduction.   Ã‚  Ã‚  Ã‚  Ã‚  The process of conduction between a solid surface and a moving liquid or gas is called convection. The motion of the fluid may be natural or forced. If a liquid or gas is heated, its mass per unit volume generally decreases. If the liquid or gas is in a gravitational field, the hotter, lighter fluid rises while the colder, heavier fluid sinks. For example, when water in a pan is heated from below on my stove, the liquid closest to the bottom expands and its density decreases. The hot water as a result rises to the top and some of the cooler fluid descends toward the bottom, thus setting up a circulatory motion. This is also why the heating of a room by a radiator depends less on radiation than on natural convection currents, the hot air rising upward along the wall and cooler air coming back to the radiator from the side of the bottom. Because of the tendencies of hot air to rise and of cool air to sink, radiators are positioned near the floor and air-conditioning outlets near the ceiling for maximum efficiency.   Ã‚  Ã‚  Ã‚  Ã‚  Radiation is fundamentally different from both conduction and convection in that the substances exchanging heat need not be in contact with each other. All substances emit radiant energy merely by virtue of having a positive absolute temperature.

Health Care Financial Accounting Essay

Financial management is a very complex process across the business organizations. The increasing competition, complexity of business, rising expectations of investors etc can lure any organization to use unethical financial management tactics to make their books look better. But this can be extremely chaotic In future. Healthcare organizations are especially prone to such practices because of the extreme financial pressure and critical nature of business operations. The purpose of this paper is to discuss the different aspects of the financial management, generally accepted accounting principles and the suggested ethical practices in this regard. Financial management is not merely a record of debits and credits. It is a measure of the health of an organization. The four elements of financial management consist of: planning, control, organizing and directing, decision making. The business operations must be planned and the management must be well aware of all the business aspects. The management needs to follow a systematic process to make ethical decisions in sync with the goals of the organization. It must be ensured that sufficient fund is available to perform business operations in time. The management must have the control of business operations and thus the financial activities. The management needs to ensure that each part of the organization is adhering to the goals established for it. The management needs to decide how effectively the resources can be used to achieve the goals. This helps in maintaining the financial health of the organization. There is always a possibility of a financial situation in an organization when a difficult decision is to be taken. Such circumstances require prompt decision making capability along with the understanding of the consequences of the decisions. In addition to the complexity of financial management, there are general accepted accounting principles. The general accepted accounting principles also referred to as (GAAP). Generally Accepted Accounting Principles are not any written rules. They are just the recommended accounting practices to maintain accurate, fair and consistent financial reporting. Financial Accounting Standards Board (FASB) and International Accounting Standards Board (IASB) have worked together to come out with GAAP. They revise the recommendations as and when required (Investopedia, n. d). Though every nation is free to adhere to any accounting system but GAAP is internationally followed to allow the interaction of organizations and their financial reports at international level. Ethics in financial management is very essential in all types of organization but it is even more important in health care organizations. A primary reason is that patients and their families are vulnerable to unethical practices. They deserve honesty in the financial aspects. The boards, executives, clinicians and the staff are equally responsible in this process. Another reason is that the health care organizations bear extreme financial pressure and it becomes very difficult for the finance department to strike a balance between the facilities and expenses. If the financial health of the organization declines, it sets up a negative spiral of loss of business. There have been several incidents of unethical financial management practices because of the increasing complexity of business operations. Therefore, several examples of ethical practice and conduct are suggested to avoid any unfair and dishonest incident. There are several financial circumstances that challenge the management to take right decision in a speedy manner. There may be quick unethical measures available that may settle the problem temporarily. But the management must not follow such measures as they may prove chaotic in longer run. For whatever reason, the board, management team, and external constituencies may want to â€Å"make the numbers look better. † The heat is on the CFO to â€Å"do the books differently† (Tyler, 2004). In this example, the CFO is responsible to be honest. Manipulating the books the make the number look better would unethical. However, the CFO must make ethical financial decisions. Another example of good ethics is a business leader’s sincerity. A business organization can have positive as well as negative circumstances. It is very easy to rejoice the positive results but the otherwise is tough. The leaders must be sincere enough to shoulder the responsibility of the negative incidents. They should also be capable of setting high standards of financial ethics in their organizations. It affects the hierarchy and thus the overall ethical health of the organization is positively influenced. For example, â€Å"the Healthcare Group Purchasing Industry Initiative (HGPII), an organization dedicated to promoting the highest ethical standards and practices for the healthcare group purchasing industry, announced steps that will allow for even more transparency. They are activating a formal process to ensure prompt and fair resolution of supplier complaints regarding a group purchasing organization’s (GPO) purchasing process; and they are implementing an Independent Advisory Council to have outside observers make sure they are doing everything possible in terms of ethical standard† (Freeman, 2010). Finally it can be concluded that planning, control, organizing and directing, and decision making constitute the financial management. There are generally accepted accounting principles (GAAP) that recommend the best practices to avoid unethical financial reporting. Moreover, there are several examples of ethical conduct for financial aspects. As healthcare organizations are financially very much pressurized and involve a very risky real time business model, they need to be more sincere in financial management.
